Job Role

Reporting to the Vice President of Humanitarian Policy and Practice, the Director of Protection leads the InterAction Protection Team and its diverse portfolio of NGO coordination and policy-influencing initiatives. The Director plays a representation role in inter-agency coordination bodies as well as cultivates and manages relationships with InterAction members, UN agencies, US government representatives, and academic institutions, as well as bi-lateral donors and private foundations. The Director works closely with the Director of Humanitarian Policy and Director of Humanitarian Practice to define the InterAction’s humanitarian policy and practice priorities and strategy.

Key responsibilities and activities

Leadership and management

· Lead the InterAction Protection Team, providing effective management support and overseeing the management of Working Groups, other InterAction member initiatives, and strategic partnerships.

· Ensure the strategic coherence of InterAction’s work on protection with strong analysis; realistic objectives; sound program design, budget planning and monitoring; and high-quality written products and other deliverables.

· Cultivate and maintain strong relationships with InterAction members and other NGOs, U.S. government counterparts as well as those of other governments, UN entities, private foundations and academic institutions,

· Ensure strong linkages with HPP’s Policy and Practice portfolios, serve as an active member of HPP’s Directors team, actively contribute to HPP Team strategic planning, and support the VP, as requested, in various InterAction representational duties.

· Collaborate with InterAction’s Membership and Public Engagement Team, and Global Development, Policy and Learning Team, as appropriate.

· Oversee and lead on fundraising and grant management of Protection related activities and awards, in close coordination with VP and other Directors.

· Ensure opportunities for growth and learning to all members of the Protection team.

Representation

· Represent InterAction and NGO interests in the IASC, including by leading inter-agency workstreams and initiatives in support of the centrality of protection and related policy and practice.

· Represent InterAction and facilitate coordinated NGO engagement with senior level U.S. governments counterparts, including with the U.S. National Security Council, Department of Defense, Department of State, and USAID, as well as representatives of other governments.

· Ensure consistent Interaction representation in relevant inter-agency initiatives, including the advisory committees for ProCap and the ICRC-led Professional Standards for Protection Work.

· Represent InterAction and NGO perspectives with relevant media outlets on protection issues of concerns, as relevant.

Qualifications and competencies

· Masters degree in a relevant field or equivalent work experience.

· A minimum of 10 years work experience in humanitarian organizations, including working in situations of armed conflict, managing operational humanitarian programming and/or policy advocacy initiatives. This should preferably include substantial experience working with NGOs.

· Substantial experience and an effective track record leading and managing teams.

· A high degree of familiarity with international humanitarian law and its implementation with substantial experience in operational programming and policy relating.

· Substantial experience leading collaborative platforms or jointly implemented inter-organizational initiatives.

· Familiarity with the international humanitarian architecture and IASC coordination structures.

· Familiarity with U.S. policymaking and key offices and functions of the U.S. and other governments on humanitarian policy issues.

· Strong conceptual and analytical thinking and ability to absorb information and ideas, prioritize among critical issues, and focus coordinated efforts on strategic priorities.

· Ability to write clearly, succinctly, accurately, and quickly on complex ideas and issues for a both policymaker and non-specialist audiences.

· Strong and effective facilitator, with experience and skills in designing and organizing events, such as workshops and policy roundtables.

· Strong interpersonal skills and experience managing, facilitating, and representing the interests of diverse constituencies.

Primary Relationships

Reporting to the Vice-President of Humanitarian Policy and Practice and working alongside the rest of the Humanitarian Policy and Practice team. The Director of Protection is an integral part of defining the strategy for the humanitarian team at InterAction. Externally, this position liaises with InterAction members, U.N. Agencies, U.S. government representatives, and other humanitarian actors.
